Interaction, grass root level to top level for an efficient administration.
Employment to goans on priority (employers who employ non goans will be prosecuted who fail to prove that no suitable candidate is available in Goa, for that particular post)
Controlled migratrion. Put a ceiling on non goan population after elections.
Issue of Goan citizen card to all goans of goan origin. Issue of permanent stay permits to non goans settled in Goa before 2000.
Issue of temporary stay permits to non goans who live in Goa, after 2000. (revoqable in the event of conviction of crime, and sent back to his/her State).10 year residence and a good conduct mandatory, for permanent stay permit.

A open letter to every goan and goan citizen
Dear fellow goans,
To protect our interests, we have no other option than to come together and decide the future course of action. Let us start a movement on 18 December 2006, (on the eve of 45th anniversary of Goa's liberation) at the GOA BACHAO ABHIYAN, Azad Maidan, to liberate Goa and Goans once again...

We are all tied and taken for a ride! let us all unite and collaborate to save goa and goan identity!
As a son of Goa, I wish to be part of this cause under the cover of annonymity, to make the movement more effective. I call my self "Goanbaba" . I wish to coordinate with by goan brethern all over the world, who wish to come forward to attain this goal.
I make a humble and fervent appeal to all true Goans. I ask the student community, all like minded organisations and persons to come forward to bring a revolution. I call upon all sons and daughters of Goa, irrespective of caste, creed and religion.
I wish to ask prominent social workers, teachers, writers, journalists (editors of goan dailies and magazines), artistes (natak-tiatrists), advocates, judges, police personnel, business community, industrialists, intellectuals, retired personnel, unemployed, individuals fed up with the existing system, to come forward and take active part to work unitedly and selflessly to make Goa a better place to live.
Let us make our tiny little GOA, example for India and the world.
Elections are due shortly. We have limited time to prepare for the elections. Let's hurry up. The political parites will use their power to prepone the elections. That will prove suicidal to them. as we will decide the course of action then.

Let us remember that "Goa is lent to us, by our generations to come! " We are accountable for our "Maka kiteak podlam" attitude! Let us get together. We can do it. All true goans, let us put our efforts together.
Let us liberate Goa and Goans from our own selfish short-sighted politician brothers and sisters.
Goa is a very tiny state and it can be governed by a small cabinet. But what is essential for a efficient administration is the cordination of ideas for a better Goa. Here below is a humble example.
1. The central committee
Poll agenda to be put forward to the population and see that it is repected by the cabinet.
Fielding candidates nominated democratively by the people.
Educated people, intellectuals, writers, the student community, teachers, professors, engineers, enterpreneurs, police personnels, doctors, industrialists, journalists, retired personnel from the Goa administration, victimed people and all like minded citizens have to form a advisory group for the grass root committees. This committee should be the inspiring force for the population. Clean and selfless citizens are the need of the hour!
Send a strong group of respected citizens to each panchayat and explain the people the need of the hour. No money should be spent on the election propaganda. Every goan is responsible.
Explain to the voters that if they want to be served without being asked to pay ( wind up corruption), one has to seize this golden opportunity.
How to do it?
Any goan can be a candidate! To elect a true representative of the people, interested persons from each ward has to submitt his/her name to the central committee.
- A meeting has to be convenend in each ward to elect the ward represantative amongst the persons interested, by secret ballot (Grass root level: The ward representatives, in cordination with their respectve bloc president, will be a brigde between the people and the MLA to adress people's grieviences.)
- There after, the Panchyat representative has to be elected by secret ballot amongst the ward represetatives. (panchayat level)
- A convention should be held in each contituency to elect the candidate among the the panchayat representatives of each constituecy, by secret ballot, infront of the people. The candidate elected has to be presented to the people present at the convention.
- The cadidate elected will be the bloc president of his constituency, even if he acceeds to any other post. The panchyat representatives wll be its commitee and the ward representatives, its members.
- Every body should work selflessly and vote for that candidate.
2. The shadow cabinet
Comprising of technocrats/experts to advice each ministry and coordinates with the cabinet for an efficient administration.
3. The cabinet
Comprising of five ministers only.
The chief ministership should be in rotation among the five ministers, for a period of one year.
The ministers retain their respective ministries even when they acceed to the CM's post.
4. A vigilance Committe
Watchdog, Mouth piece of the people.
Comprising of prominent citizens who care for Goa and goans
(media persons, social workers, freedom fighters, retired govt officials, judges, advocates,
intellectuals etc).
